The Governing Council receives the protocol prepared by the Ministry of Health and Families, in collaboration with Suncruise Andalucía, to reactivate domestic cruises with stops in Andalusia

Following the emergence of Covid-19 outbreaks on passenger ships in 2020, cruise ships on international voyages sailing through Spanish territorial waters with the intention of entering Spanish ports open to international navigation were prohibited from entering Spanish ports. This prohibition was implemented by means of a Resolution from the Directorate General of the Merchant Marine, dated June 23, 2020.

In the case of coastal cruises, operators should establish strict protocols to ensure a lower risk of contagion, as well as procedures for ports to follow for the prevention, control, and management of Covid-19 cases. The Ministry of Health and Families (through the General Directorate of Public Health and Pharmaceutical Regulation), in collaboration with the Andalusian ports association, Suncruise Andalucía, has prepared a document that includes a comprehensive action protocol aimed at reactivating domestic cruises with stops in Andalusia. This protocol may be modified depending on the evolution of the pandemic and health measures.

The document establishes the measures related to prevention and control to mitigate the transmission of SARS-CoV-2 on passenger ships of the cruise type that carry out an exclusively national itinerary, as well as the procedures to follow in case of possible cases or outbreaks related to Covid-19 in this area, as well as the communications prior to the departures or stops of these ships in ports of Andalusia.

The document addresses the characteristics of the application for the passenger stopover, which will be addressed, at least 20 days before the scheduled date of the first stopover, start or end of the cruise, to the responsible party of the competent health authority at the provincial level of the Territorial Delegation of the Ministry of Health and Families of the Junta de Andalucía, by the shipping company or the shipping agent representing the shipping company, in a standardized form, in which the activity that the cruise ship will carry out will be explained and described in detail.

Cruise ships must also have a Comprehensive Health Plan for the prevention and mitigation of health risks arising from Covid-19, including pre-boarding safety measures, hygiene, social distancing, ventilation strategies, as well as cleaning and disinfection. They must also have a Contingency Plan for the surveillance and management of suspected or confirmed cases and close contacts identified on board, including information on medical facilities, medical equipment and supplies, the number of medical personnel based on the number of crew and passengers on board, prevention and control measures for crew and passengers, and procedures to follow in the event of suspected, probable, or confirmed cases.
