Five bids have been submitted for this tender, from two companies and three joint ventures, including some of the leading construction firms in Galicia and Spain.
Once the technical proposals have been reviewed, the financial bids will be opened, and the contract will be awarded before the end of the year.
This project will complete the breakwater, create new platforms, and extend the berthing line, with all work expected to be completed in 2016.
The Port Authority of A Coruña has proceeded to open the technical proposals of the five bids submitted for the execution of the second phase of the breakwater and other actions contained in the so-called<Proyecto de dique oeste y rellenos de la explanada de ribera> A total of five bids have been submitted for the tender, two from companies and three integrated into joint ventures, including some of the most prominent construction companies at the Galician and national levels:
– Ferrovial Agroman SA.
– UTE FCC Construcción, SA, SA de Obras y Servicios COPASA and Atlántica de Construcción y Medio Ambiente, SL.
– UTE Dragados SA, Sociedad Anónima de Trabajos y Obras (SATO), Arias Hermanos Construcciones, SA, and Drace Infraestructuras, SA.
– UTE Corsán Corviam Construcción, SA and Vías y Construcciones, SA.
– Acciona Infraestructuras, SA.
The proposals will be reviewed by the Port Authority's technical services, and after their analysis, the financial proposals will be opened. Once both processes are complete, the technical services will prepare a proposal to be presented to the Port Authority's Board of Directors for the project's award. The award is expected to be finalized before the end of the year, so that work can begin in the last weeks of 2014 or the beginning of 2015. The construction period is two years, and this vital infrastructure, essential for optimizing the dock's operations, is expected to be completed by the end of 2016.
The budget allocated for this project amounts to €47.5 million and aims to complete the breakwater, allowing for the development of new platforms and the extension of the berthing line. By reinforcing the harbor's breakwater, the counter-breakwater will improve the port's operational capacity, exceeding 90% for the loading and unloading of solid bulk cargo and general merchandise. For liquid bulk cargo, the oil tanker pontoons are operating at 100% capacity, both with the port's current configuration and once the counter-breakwater is completed.
The project includes the construction of the final section of the breakwater, following the completion of the first 550 meters in the first phase, bringing the total length to 1,300 meters. It also includes the construction of a new 300-meter wharf, aligned with the existing 900-meter wharf, thus increasing the total length of the berthing line to 1,200 meters, with the possibility of future extensions. The project also encompasses the expansion of the port area in four zones totaling 12 hectares, which will bring the total area to 184 hectares when the existing esplanades are included.
Finally, the project includes the construction of a new closure dike on the southern esplanade, which will be prepared for subsequent landfill to create an additional 25 hectares of esplanade in the future. The completion of the second phase of the breakwater will ensure the basin meets the needs of the operators, both in terms of operational conditions—official studies had already established it at 97% capacity for access maneuvers—and by providing a large area of logistics land for their facilities.
