The global cruise fleet has grounded, except for a few ships caught by the pandemic while on a round-the-world voyage, or even some that, rejected by many ports, are still sailing towards docks where passengers and crew can disembark safely.
The largest concentration of cruise ships is in Miami and the Bahamas. When the pandemic began in winter, that's where most of them were operating. The Port of Miami has been cooperative, allowing ships to dock, disembark passengers and crew, and then anchor off Miami or in the Bahamas. There are also seven ships in Dubai that were operating in the United Arab Emirates.
In Europe, cruise ships have faced far greater difficulties docking, starting with Spain, which initially imposed a near-total ban on cruises. This ban was later eased by the possibility of granting special permits for disembarkation of national passengers, but in practice, few ports have dared to request them. The closure of Italian borders has also presented numerous problems for cruise ships, even for Costa Cruises, which flies the Italian flag. However, the Costa Diadema finally managed to dock on March 30th in Piombino, south of Livorno, to disembark its crew in an orderly fashion and with all necessary safety guarantees. Similarly, the Costa Pacifica docked in La Spezia after much uncertainty.
