According to information received by State Ports from the Port Authorities, the strike participation rate for the second shift today is similar to that of the first shift, that is, close to 100%. Two ports, Cartagena and Avilés, have not operated during this shift. The port of Vilagarcía has not participated in the strike during this second shift, and the port of Ferrol is experiencing 22% participation.
Across all ports, 1,203 workers were assigned to the second shift (308 fewer than the morning shift), of whom 1,075 participated in the strike, representing approximately 99.44% of the workforce. Additionally, some ports operate "special shifts" with schedules different from the standard 6-hour shifts. These special shifts are justified by the specific nature of the traffic they handle. Strike participation in these special shifts was lower, reaching 90.63%.
122 dockworkers on minimum service
In general, the mandated minimum services are being met. Across all Port Authorities, 122 personnel have been assigned to minimum services. It is particularly noteworthy that the minimum services, set at 100%, have been fully implemented, especially for supply traffic to the islands, Ceuta, and Melilla, as well as for inter-island freight and passenger traffic.
The outputs achieved during non-strike hours are, in general, 100% compared to the usual ones, so in a full day 50% is reached, in accordance with what is established in the minimum services.
In the case of Las Palmas, a port where the 44 appointed workers have been designated as minimum services and should therefore provide service throughout the entire workday; however, it is reported that performance has fallen below 50%, instead of the 100% that should be achieved with minimum services
Truck queues in Barcelona and suspension of Valencia-Madrid rail service
The strike day is proceeding without major incidents, except in the port of Las Palmas where a lower performance (around 50%) than expected for this type of strike has been reported.
- Likewise, the strike's impact on truck deliveries and pickups at some ports intensified during the afternoon shift, with reports of 4-hour queues at the Best terminal and 5-hour queues at the APMT terminal in the Port Authority of Barcelona, and more moderate queues, nearing normal, at the port of Algeciras. In Valencia, there was a queue of trucks early in the morning, which gradually returned to normal throughout the day.
- The Port Authority of Valencia has reported that the daily freight train between Valencia and Madrid, operated by Logitren, has been cancelled due to accumulated delays in cargo operations
- The Motril Port Authority reports that the Ulusoy 5, a pure RO-RO vessel chartered by FRS, was carrying perishable and hazardous goods. According to the minimum services mandated by the Secretary of State, these services should have been fully staffed. However, the issue arose because the president of the SAGEP (the local dockworkers' union) failed to designate minimum services. Consequently, at 3:00 PM, the seven dockworkers on duty joined the strike, delaying the vessel's operations.
- The Coordination and Studies Office of the State Secretariat for Security has not reported any incidents during the afternoon shift.
On this strike day, more appointments were made than on the 5th, and there was more activity in the ports as a result of a certain confidence on the part of the operators in the development of the activity, based on the experience of the previous strike day.
On the 5th, the number of workers assigned to these shifts was 2,295, while today 3,034 were assigned, representing a 32% increase (yesterday, without a strike, almost 4,000 workers were assigned). However, fewer minimum services have been assigned today (246) than on the 5th (341), a decrease of 38%.
The overall percentage of strike participation across all these shifts is 98.6, slightly lower than that of the morning shift (99.78%).
