The summer of 2026 is once again putting the resilience of the European river cruise industry to the test. The combination of exceptionally high temperatures and a prolonged lack of rainfall has caused a historic drop in water levels in some of the continent’s major rivers, particularly the Danube and the Rhine. As a result, several cruise lines have had to modify itineraries, cancel certain departures, or replace part of the cruise with bus transfers.
Although situations like this are not new to the industry, the frequency and intensity with which they are occurring pose significant operational challenges and spark a debate about how river tourism can adapt to climate change.
The Danube and the Rhine are the hardest hit
The problems are concentrated mainly along the Danube, where water levels have reached near-record lows in countries such as Hungary, Romania, Serbia, and Bulgaria. In Budapest, the river rose to just a few centimeters above the record low set in 2018, while in Romania, levels have reached their lowest point in three decades.
The Rhine has not been spared from this situation either. On several navigable stretches in Germany, low water levels have limited commercial traffic and forced some tourist cruise ships to adjust their operations.
Route changes rather than cancellations
Unlike ocean-going cruises, whose operations are hardly affected by sea level, river navigation is closely dependent on the available depth at each section of the river.
When the draft is insufficient to ensure safety, airlines typically take various measures before resorting to a complete cancellation:
- transfer of passengers between two ships located on either side of the affected section (“ship swap”)
- change in ports of loading or unloading
- Replacement of certain bus routes with buses
- Temporary hotel accommodations when it is necessary to reschedule the itinerary.
Canceling the entire trip is usually a last resort, although this summer some companies have had to cancel certain departures on the most affected Danube itineraries.
The situation has led to some particularly high-profile cases. A group of 120 Spanish travelers on a Danube cruise found that a large part of their trip was replaced by more than 1,500 kilometers by bus because it was impossible to navigate certain sections of the river. The change caused frustration among many passengers, who had expected a primarily river-based experience but instead faced long overland journeys.
In other cases, shipping companies have managed to keep the experience virtually unchanged by swapping ships—a complex but common logistical solution when the problem is limited to certain routes.
But this is an industry accustomed to dealing with uncertainty. Although the current drought is receiving a great deal of media attention, industry operators point out that fluctuations in river levels are a natural part of inland waterway navigation. Just as there are periods of extremely low water levels during the summer, there can also be floods that force the suspension of navigation because vessels cannot pass under certain bridges.
For this reason, large companies have spent years developing specific protocols to minimize the impact on customers. Operations teams monitor water levels daily and adjust routes in near real time.
What does concern the industry, however, is the increasingly frequent occurrence of these extreme events. Various experts believe that heat waves and prolonged droughts are increasing the vulnerability of Europe’s major waterways, affecting not only tourism but also freight transport, energy production, and river ecosystems.
The economic impact extends beyond cruise ships. Lower water levels reduce the cargo capacity of merchant ships, increase logistics costs, and force a reorganization of part of Europe’s inland transportation system.

Adaptation as a Priority
The river cruise industry has been implementing measures for years to improve its responsiveness. Modern ships have very shallow drafts specifically so they can operate at lower water levels, and companies are investing more and more in dynamic planning, hydrological information systems, and passenger service protocols when it becomes necessary to modify an itinerary.
However, the climate outlook necessitates the development of long-term adaptation strategies. Coordination with river authorities, investments in infrastructure, and greater commercial flexibility will be key to maintaining the competitiveness of a sector that continues to grow due to its cultural, culinary, and scenic appeal.
Despite the incidents that occurred this summer, river cruises remain one of the tourism segments with the highest satisfaction rates and strong demand in Europe. The vast majority of itineraries continue to operate, although with occasional adjustments when water conditions require it.
The drought of 2026 once again demonstrates that adaptability will be one of the key factors shaping the future of European inland waterway shipping. Against a backdrop of increasingly extreme weather events, operational flexibility is no longer a competitive advantage but has become a structural necessity.
