The summer of 2026 is once again testing the resilience of the European river cruise sector. The combination of exceptionally high temperatures and a prolonged lack of rainfall has led to a historic drop in water levels on some of the continent's major rivers, particularly the Danube and the Rhine. As a result, several cruise lines have had to modify itineraries, cancel certain departures, or replace part of the sailing with bus transfers.
Although these types of situations are not new to the industry, the frequency and intensity with which they are occurring poses significant operational challenges and opens a debate on the adaptation of river tourism to climate change.
The Danube and the Rhine are the most affected
The problems are concentrated mainly along the Danube, where water levels have reached near-record lows in countries such as Hungary, Romania, Serbia, and Bulgaria. In Budapest, the river reached just a few centimeters above the record low set in 2018, while in Romania, levels have reached their lowest point in three decades.
The Rhine has not escaped this situation either. In several navigable sections in Germany, low water levels have limited commercial traffic and forced some tourist cruises to modify their operations.
Itinerary modifications rather than cancellations
Unlike ocean cruises, whose operation hardly depends on sea level, river navigation is closely conditioned by the depth available in each section of the river.
When the draft is insufficient to guarantee safety, companies usually apply different measures before resorting to a total cancellation:
- passenger exchange between two ships located on either side of the affected section ("ship swap")
- modification of ports of embarkation or disembarkation
- replacement of certain routes with buses
- temporary accommodation in hotels when it is necessary to reorganize the itinerary.
Canceling the trip completely is usually the last resort, although this summer some companies have had to suspend certain departures on the most affected Danube routes.
The situation has led to several high-profile cases. A group of 120 Spanish travelers on a Danube River cruise found that much of their trip was replaced by over 1,500 kilometers by bus due to the impossibility of navigating certain sections of the river. The change caused frustration among many passengers, who had expected a primarily river-based experience and instead found themselves with long journeys by land.
In other cases, shipping companies have managed to keep the experience virtually intact by resorting to the exchange of ships, a complex but common logistical solution when the problem is concentrated only on certain sections.
But this is an industry accustomed to managing uncertainty. Although the current drought is receiving significant media attention, industry operators point out that fluctuations in river levels are inherent to river navigation. Just as there are periods of extremely low water levels during the summer, there can also be floods that force the suspension of navigation because it is impossible to pass under certain bridges.
For this reason, large companies have spent years developing specific protocols to minimize the impact on customers. Operations teams monitor water levels daily and adapt itineraries virtually in real time.
What does worry the industry is the increasingly frequent occurrence of these extreme events. Several experts believe that heat waves and prolonged droughts are increasing the vulnerability of Europe's main waterways, affecting not only tourism but also freight transport, energy production, and river ecosystems.
The economic impact extends beyond cruise ships. The drop in sea level reduces the cargo capacity of merchant ships, increases logistics costs, and forces a reorganization of some inland European transport.

Adaptation as a priority
The river cruise industry has been implementing measures to improve its responsiveness for years. Modern ships have very shallow drafts precisely to be able to operate in lower water levels, and companies are increasingly investing in dynamic planning, hydrological information systems, and passenger assistance protocols when it becomes necessary to modify a trip.
However, the climate scenario necessitates the development of long-term adaptation strategies. Coordination with river authorities, infrastructure investments, and greater commercial flexibility will be key to maintaining the competitiveness of a sector that continues to grow due to its cultural, gastronomic, and scenic appeal.
Despite the disruptions experienced this summer, river cruises remain one of the most popular and in-demand tourism segments in Europe. The vast majority of itineraries continue to operate, although with occasional adjustments when hydrological conditions require it.
The 2026 drought once again demonstrates that adaptability will be one of the main factors determining the future of European inland waterway navigation. In a context of increasingly extreme weather events, operational flexibility is no longer just a competitive advantage but a structural necessity.
